First, one has to understand that the loft of the face of the club itself can not change. As I understand it, what you are doing when you increase or decrease loft is actually affecting the 'effective loft' or the launch angle of the ball at square impact by closing or opening the face. When you increase loft you are actually just closing the clubface and the effective loft is increased when the clubface is squared at impact. If you never square the clubface, leaving it closed, you have 'draw bias'. The opposite is true for decreasing loft where you are actually opening the face and the effective loft at launch is lower assuming you square the club at impact because you are actually turning the clubface down.
